Evaluate integration and diagnostics

Require a formal deviation list; silence should not be treated as compliance when information is missing. Track clarification revisions and ensure the final offer, datasheet and purchase order describe the same configuration.
Compare lifecycle value and risk
Include installation work, shutdown, maintenance access, cleaning, spares, obsolescence, support and failure consequence. Weight criteria by operational importance rather than averaging all items equally. Record conditions, owners and review dates. The award record should explain why the selected bid is technically acceptable, not merely cheapest.
Tie award conditions to inspection
Transfer every accepted deviation and promise from the bid evaluation into the purchase order, inspection plan and commissioning test. Confirm the final model and document revisions before manufacture or shipment. A technically good evaluation has little value if procurement issues a shorter description that omits the selected antenna, seal, approval or acceptance evidence. At handover, reconcile the installed serial number and configuration with the award record so commercial and technical closure describe the same equipment.
